Jeff Elliott was Allen Parker's father. His owner was probably William H. Elliott, a prosperous planter in Chowan County. There is a paucity of information on Jeff Elliott, but he was probably one of three men between the ages of thirty-six and fifty-four listed on the Elliott plantation in the 1840 federal census. He likely had four or five children with his wife, Millie. When he died is unclear.
