This is a map of the 16S rRNA within the 30S ribosomal subunit. This is the solvent side of the 30S (not the side that binds to the 50S).
Almost half the bases in 16S rRNA are base-paired, stem-loop structures or hairpins dominate. There are four distinct domains.
